Problems in Current Drug Classification System in Korea and Advice for its Improvement

Abstract
Appropriate classification of prescription and nonprescription drugs is essential for proper operation of the policy separating prescribing and dispensing. There are, however, many problems in current drug classification system in Korea as well as individual classification assignment of many drugs. These problems are working as major obstacle to the successful establishment of 2000 reform in medical practice and drug use. This study critically reviewed current drug classification system in Korea, by comparison with the systems in developed countries. For improvement of drug utilization pattern in Korea, following changes and efforts should be made. First, the term ¡¯special vs. general¡¯ drugs should be changed to ¡¯prescription vs. nonprescription¡¯ drugs, in order to remove unnecessary confusion and conflict. Second, more medical professionals should be added to the task forces for drug classification. Third, extensive review and consultation of the current drug classification in major developed countries are necessary. Fourth, instead of the current two-categorized system, introduction of three-categorized drug classification system should be considered. With this system, new category of general sales drug, which is comparable to over-the-counter (OTC) drug in developed countries, will be added. As general sales drug, more safe and effective drugs will be available to consumers for self-medication, contributing to the enhancement of national health and welfare.
